Summary
This HEO role within Head Office Commercial is an important and interesting position, which helps ensure the delivery of pay, pensions and HR services to Armed Forces personnel and Veterans and therefore supports the wider defence community.
The Commercial Team within Head Office Commercial manages the Commercial needs of our varied and diverse customer base, directly supporting many services and projects across MOD. You will work closely with military and civilian colleagues in a dynamic and rapidly changing environment. The Ministry of Defence (MOD) is the UK Government’s fourth largest spending Department with a budget exceeding £36Bn per year and net assets valued at over £100Bn. MOD is responsible for over 40% of the value of all Government contracts placed with the private sector each year.
As part of MOD, Head Office includes Whitehall and a number of corporate support functions. Head Office Commercial provide commercial contracts and services to our customers with a contract landscape of approx. £4Bn.
Head Office Commercial advises and supports its customers by creating routes to markets for products and services critical to delivering a range of diverse corporate services and supports complex projects. Within this range of requirements, we support the contracted delivery of pay, pension and compensation services to the Armed Forces personnel and Veterans’ communities for Defence Business Services (DBS). A substantial proportion of these important services are delivered through a large seven-year outsource contract, which is termed the Military Personnel and Veterans (Mil Pers & Vets) Service Delivery Contract (SDC) and is two years into service delivery. This post will be primarily working on delivery of these contract requirements.
This position is advertised at 37 hours per week.
Job description
As one of several HEO post holders commercially supporting the SDC, you will work to one of the SDC Senior Commercial Officers (Grade SEO), with responsibilities for building strong partnerships with the Military Personnel and Veterans Business area and the Service Delivery Contract (SDC) stakeholder community, including, critically, the Contractor and supply chain.
Your role will support the current service delivery of services to the Armed Forces and Veterans community and the future transformed service.
You will have day-to-day engagement with the Contractor as a Head Office Commercial representative, contributing to effective commercial management of the SDC, providing commercial advice within the governance framework of the contract, and more broadly when required, given the interactions required across the Department and wider Government in the context of SDC services.
The seven-year SDC is based on the Cabinet Office standard ‘Model Services Contract’ and has adopted, as far as possible, the principles in the 2019 Outsourcing Playbook. Given its strategic importance, value, and scale, the SDC is classified as ‘Gold’ by the Cabinet Office.
The post holder will have a key role in working with the Contractor and MOD staff to ensure the delivery of contract outputs, and therefore is required to act with diplomacy and diligence and to pay good attention to detail; key duties and responsibilities include:
- Ensuring the maintenance of and adherence to pricing and contract terms and conditions;
- Delivering Operational ‘Business as Usual’ (BAU) services, incentivised through a service credit regime;
- Scrutiny and approval of contract change including commercial challenge and negotiation of contractor’s change proposals;
- Supporting delivery of a comprehensive transformation programme, underpinned by a comprehensive Transformation milestones regime;
- Developing and maintaining a collaborative approach with the Contractor and MOD staff, including in relation to the resolution of contractual disputes;
- Identification and effective management of risks and issues;
- Supporting disaggregation / contract exit / future procurements; and
- Attendance at meetings and workshops as necessary.
And additionally, contribution to more strategic activities through:
- Using knowledge of mechanisms to deliver contract outcomes within budget, improve performance and prevent uncontrolled changes to scope;
- Engaging with stakeholders to assess benefits and costs of contracted provisions being discontinued, brought in-house or re-procured;
- Striving for continuous improvement and removing non-value adding activity; and
- Managing stakeholder engagement and reviewing contract and programme objectives to ensure benefit realisation.
The post holder will actively participate in the appropriate SDC governance processes, and more broadly, supporting operational activities (including Head Office Commercial wider team activities), as well as having a facilitation role in respect of the exit activities of the incumbent contractor, to ensure the successful transition of the services to any future contractor(s).
The role is not necessarily limited to the areas of work described above. The job holder will therefore need to be flexible, self-starting and keen to embrace cross boundary working. They will be able to react quickly to rapidly changing priorities.

Skills / experience / knowledge
The essential skills and experience for this role are:
- Experience of working in a commercial environment, either gained from MOD, Government or external organisations.
- Strong written communication skills.
- Strong verbal communication and stakeholder management skills, including the ability to communicate with stakeholders across various levels of seniority.
- Strong analytical skills including the ability to quickly synthesize, distil and draw conclusions on large amounts of data.
- Highly organised and able to work flexibly to meet changing requirements.
- Experience of negotiations.
- Ability to undertake UK travel on a regular basis (particularly to Gosport, Hampshire).
Desirable
- Experience in managing public sector or large complex contracts.
- Experience of procuring requirements.
- Experience of supporting the delivery of project or change initiatives.
- Proficient IT skills including Microsoft Office.
Qualifications
- Chartered Institute of Procurement and Supply (CIPS) Level 4 or above or be willing to study to achieve CIPS Level 4. A candidate who has already attained CIPS Level 4 or above is desirable, however, if CIPS Level 4 is not already held, the post holder will be supported to undertake the relevant level of study with CIPS; the costs of studying for CIPS Level 4 are currently funded by MOD.
- Commercial Licence – The role requires the post holder to hold a valid commercial licence, the post holder will therefore be required to undertake and complete the training necessary and pass a MOD Accreditation panel in order be issued with a commercial licence.
