ICT Supplier Contract Manager  

Interim Role for minimum of six months commencing ideally late September to early October 2020

The successful candidate will work within a major Government Department in the  Supplier Contract Management Function supporting the  Knowledge and Technology Directorate.

Must be a UK national and preferably SC cleared status or willing to undergo security clearance.

Main purpose of job:

The role will involve working within a small team that is focused upon one of the Department's  Gold Suppliers along with operational contract management of some smaller Silver and Bronze contracts. The candidate will support delivery of all aspects of the contractual relationship to ensure that the contracts are managed effectively in terms of cost, quality and delivery.

This is a hands on role requiring strong contract management, Supplier Relationship Management (SRM) and influencing skills to lead, support and work with stakeholders across the supply base and the wider Department . The ICT contract manager will support the Senior ICT Contract Manager in the application of appropriate business controls to monitor and report on supplier financial, commercial and service performance. They will lead on negotiation of a pipeline of change requests ensuring that value for money is achieved in the Department's  dealings with its suppliers and support the Senior ICT Contract Manager in commissioning materially large changes and projects. The ICT Contract Manager will also have direct responsibility for a smaller portfolio of silver/bronze contracts and actively lead on contract management of these suppliers.

Management and Governance

  1. Support the ICT Senior Contract Manager in managing the formal governance of the contract through organisation and documentation of formal contract management meetings
  2. Obligations Management: lead on extraction, allocation and tracking of key supplier and supplier obligations required to be fulfilled. 
  3. Ensure Charging, Relief and Change Control and other key contract and commercial mechanisms are operated in accordance with the contract and the Change Policy
  4. Support in the drafting and negotiation of complex CCNs and other ancillary contract documentation such as updated conformed contracts and Financial Models as required by the terms of the Contract
  5. Support on assurance of “in-life” transactions such as reviewing pricing variations, statements of work, work orders, indexation and milestone payments etc. and ensuring that these are reviewed and are approved in accordance with the Delegated Authority Matrix for the Contract.
  6. Ensure suitable handover mechanisms and materials are in place to move the contract from start up, through transition and into standard BAU operating model within timescales agreed by the business and then act as point of contact for adhoc contract queries that may arise.
  7. Attend regular governance boards as required including Commercial Forum, Change Board, Service Management Delivery Board, Annual Review etc. 
  8. Managing commercial Exit obligations and providing interpretation and advice concerning Exit for supplier contracts.
  9. Maintain contractual documentation in terms of capturing agreed changes, storing them within Jaggaer ( Department's  source to contract toolset) and working with suppliers to conform contracts on a regular basis

Provision of Contractual & Commercial Expertise:

  1. Act as a “trusted adviser” to KTD and Commercial Directorate and operational teams in order to assist in ensuring the delivery of contractual obligations and to assist in identifying commercial and contractual solutions to in life contract issues.
  2. Represent KTD on project boards that are utilising incumbent suppliers in delivery of the project
  3. Interface with Suppliers and internal departments to understand Contract Change / and additional service requirements and negotiate certain contract terms as required
  4. Support to Senior ICT Contract Manager in answering contractual and policy queries and act as a subject matter expert in managing the contract in accordance with appropriate policies
  5. Lead on monitoring risks throughout the contract life cycle: i.e. pro-active monitoring of key risks identified from bid stage and throughout term of the contract.  Ensure risks are identified, tracked and reviewed on a regular basis with the supplier account team and relevant KTD Directorate representatives; recommending appropriate actions as necessary.

 

Contract Lessons Learned:

  1. Support Senior ICT Contract Manager in tracking risk / opportunity and provide audit trail for variance from baseline contract performance in accordance with Commercial Policy.
  2. Measure impact of Work at Risk  and Goodwill over life of contract to inform and improve commercial governance and value for money.
  3. Work within their team to improve the contracting environment - processes and awareness - within the Commercial Directorate. 

 

Resources managed (staff and expenditure):

  1. No budgetary responsibility – though the ICT Contract Manager will work assuring projects and changes commissioned under a ‘Gold Contract’ where changes would range anywhere from £1000 to £5m
  2. Responsible for line management of 1x C4 Contract Analyst

Other skills / experience / qualifications:

  • Relevant legal/financial skills (formal qualification preferred but not mandatory) and/or relevant commercial/ contractual experience. Ideally one or more of the following qualifications or studying towards:
    • IACCM Contract Management Foundation
    • CIPS
    • Lawyer 
    • IACEW , ACCA 

Skills and Experience:

 

  • Proven experience of managing contracts
  • Good standard of drafting capability
  • Ability to work within senior teams and advise and escalate as appropriate
  • Ability to understand and manage complex risks and issues
  • Excellent skills in MS Word and Excel 
  • Good communication skills and ability to operate across different levels of management and senior management
  • Excellent Project Management and organisational skills
  •  “Can do” attitude to problem solving within team dynamic
  • Basic understanding of public sector procurement processes
  • Pro-active, close attention to detail, numerate, good organisational skills
