Description

We are currently seeking a Subcontracts Specialist at our Calgary location for a one year contract.  This position is required to support subcontract activities associated with contractual activities, proposals, and on-going operational requirements.

Responsibilities

  • The Subcontract Specialist is the owner of the subcontract and the subcontractor relationship from initiation through execution in operations, up to and including the closure of the subcontract.
  • Preparation of subcontract specifications and terms and conditions for procurement of materials and services, including gap analysis, subcontract organization and utilization of templates and formatting requirements.  Negotiate subcontracts ensuring compliance with company requirements and administer resulting subcontracts. Participate in subcontract negotiations, administration and supplier subcontract activities to provide for proper subcontract acquisition and fulfillment in accordance with legal and customer contractual requirements, and company policies. Fully document the development and negotiation of subcontracts, including appropriate record keeping for historical and audit purposes.
  • Point of contact with Subcontractor’s contracting department.
  • Work with program management and engineering to review Statements of Work (SOW) to ensure contractual terms and conditions within SOW are identified and dispositioned appropriately.
  • Work with key suppliers/subcontractors required to support new and existing business.
  • Notify senior Subcontracts and/or management of contractual rights and obligations and the means to mitigate contractual/program risks.
  • Develop and manage requests for proposals including all relevant flow through provisions.
  • Ensure suppliers are in compliance with the International Traffic in Arms Regulations (ITAR), Controlled Goods, Foreign Corrupt Practices Act (FCPA) and have signed Non-Disclosure, Proprietary Information Agreements or other compliance documents as required.
  • Support the reporting activities required to demonstrate compliance with corporate and divisional subcontracting policies, goals, and objectives.
  • Ensure prompt and professional delivery of post-award subcontract administration / subcontractual change management functions, ensuring compliance with legal and customer contractual requirements and company policies.
  • Analyze, evaluate and recommend proposals by understanding and negotiating contract pricing rates, cost structure estimates of material, equipment services, production cost, performance requirements and delivery schedules to ensure accuracy and completeness.
  • Support and educate internal stakeholders on various aspects of subcontracting processes, the role of other functions in subcontract creation and lifecycle, and continuous improvement initiatives.

Requirements

  • 3-4 years direct or indirect work-related experience with subcontracts, contracts or within supply chain.
  • University degree in a related field such as Commerce or Business Administration, or equivalent in previous training and/or work experience.
  • Willing to pursue internal subcontracts certification.
  • Excellent communication skills, both oral and written, and interpersonal skills for dealing with internal and external customers.
  • Excellent organizational skills and high attention to detail. 
  • Must have strong computer knowledge with the use of various software programs including MS Office.
  • General knowledge of business law and legal ramifications with respect to subcontracts and procurement requirements.
  • Ability and desire to learn and apply new concepts, processes and approaches.
  • Must have the ability to adapt to new and challenging situations.
  • Ability to handle a high volume of work with changing priorities.
  • Ability to review, analyze and assist in the creation and development of contractual documents and competently articulate requirements verbally and in writing.
  • Knowledge of the Defence industry and Public Services & Procurement Canada (PSPC) Standard Acquisitions Clauses and Condition (SACC) would be considered an asset.
