Southern Water are current looking for a Centre of Excellence Junior Specialist. Southern Water’s Contract and Supplier Management discipline leads the management of aggregated contracts and supplier relationships, applying best practice principles and developing strong supplier relationships to drive performance against contractual expectations, cost reductions and value maximisation for Southern Water.
The Centre of Excellence (CoE) Specialist supports the development of an overarching Contract Lifecycle Management framework, including the associated policies, procedures, tools and templates to drive adoption of contract management best practices. The CoE Specialist administers the Southern Water knowledge base, monitoring its use and ensuring best practices are shared and utilised within the Procurement function and across the business.

Primary scope of this role would be:
• Support the Senior CoE Lead in developing the Contract Lifecycle Management best practice framework, gathering internal and external data, performing analyses and collating insights to inform the framework
• Document and communicate the best practice framework and its associated processes, procedures, tools, and templates, and communicate these effectively with the business
• Support with day to day management and administrative activities required to support development and implementation of the Contract Lifecycle Management best practice framework
• Support the implementation of an effective training programme to drive user adoption of the Contract Lifecycle Management framework; gather feedback from users and collate useful insights that will contribute to the continuous improvement of the programme
• Collate appropriate data and work with Senior CoE Lead to identify ineffective Contract Lifecycle Management activities or skills gaps
• Maintain and administer the Contract Lifecycle Management community of practice, monitoring its use and gathering feedback from users
• Evaluate contract management frameworks against Supplier and Contract Management strategy and governance framework, ensuring alignment and identifying areas for improvement
• Continually monitor industry best practices and shifts in the market for developments that may affect the Contract Lifecycle Management approach; collate findings, analyse, and share with Senior CoE Lead to drive improvement in the framework and Southern Water best practices
• Monitor framework adherence, gathering insights on its use and reporting continued non-compliance to the Senior CoE Lead
Role Accountabilities:
1. Gather data and insights to support the development of a best practice Contract Lifecycle Management framework 30%
2. Document and communicate the contract Lifecycle Management framework and its processes, procedures, tools and templates to Procurement and the wider business 20%
3. Support the implementation of the associated training programme and community of practice, monitoring use/adherence and gathering feedback to drive continuous improvement 20%
4. Review framework against wider procurement strategies, industry best practices, and changes in market conditions, and suggest ongoing updates and improvements 20%
5. Monitor framework adherence and compliance to its processes and procedures 10%Person Specification:

Qualifications
Maths and English GCSE A* - C
Skills and Experience
• Strong contract management experience, and knowledge of contract management frameworks and commercial governance
• Undertaking Contract Management or procurement qualification desirable e.g. World Commerce and Contracting or CIPS
• Microsoft Office suite including advanced MS Excel and PowerPoint
• Experience gathering and analysing complex data, and drawing useful insights
• Experience working within a complex environment, gathering and collating information from wide range of stakeholders
• Good knowledge of contract forms, templates, and contracting mechanisms
• Experience in working in a regulated environment (OJEU) preferredSalary range:
Up to £36,200
